筑牢安全根基 保障港口高质高效发展

针对近年来我国港口快速发展,港口规模急剧扩增,生产领域不断拓展,新技术新功能普遍应用,货物接卸储运能力持续增长,涉及港口生产的经营主体多元等新发展、新要素、新变化,提出了落实安全生产企业是主体,领导是关键的概念;应依法依规治理港口生产安全,各级政府及行业主管部门应给予高度重视,统筹协调,加快推进。在港口安全生产法规标准建设中,要注重吸纳有关行业协会组织及专家参与,积极发挥其在行业领域的专业优势。港口企业单位应当依据有关法律、行政法规和国家、行业标准,制订和完善本单位安全生产规章制度和操作规程并认真组织落实。注重加强对从业人员的安全教育培训,港口生产经营单位要把教育培训纳入安全管理体系,制订安全教育培训计划,设立专项经费支持保障。以筑牢安全根基,保障港口高质量的发展。

In view of the new developments,new changes,new elements in rapid development of China's ports in recent years,the rapid expansion of port scale,the continuous expansion of production fields,the widespread application of new technologies and functions,the continuous growth of cargo handling,storage and transportation capabilities,and the diversification of port production,this paper puts forward that enterprises are the main body and leadership is the key in the implementation of safe production.Port production safety should be managed according to laws and regulations.Governments at all levels and industry authorities should attach great importance to overall coordination,and accelerate progress.In the construction of port safety production regulations and standards,attention should be paid to attracting the participation of relevant industry associations and experts,and actively exerting their professional advantages in the industry.A port enterprise shall,in accordance with relevant laws,administrative regulations and national and industry standards,formulate and improve its own work safety rules and regulations and operating procedures,and conscientiously organize and implement them.The safety education and training of employees should be strengthened.Port production and operation entities should incorporate education and training into the safety management system,formulate safety education and training plans,and set up special funds to support and guarantee.Build a solid foundation for security and ensure the high-quality development of the port.
