针对目前水上安全与高效生产的融合问题,提出了利用信息技术手段打造港航一体化智能平台的创新思路,通过构建包括水域动态感知、业务协同调度、应急指挥功能、增值联动功能、指挥调度应用程序(APP)等功能的港航一体化智能平台,实现“全覆盖、全方位、全天候、全要素”立体管控,从而保障水上交通的“安全、便捷、绿色、智能、高效”。

In light of the current integration of waterborne safety and efficient production,an innovative idea of using information technology to build an intelligent platform for port and shipping integration is proposed.Through the establishment of an integrated intelligent platform of port and shipping,which includes functions of waterborne dynamics perception,services coordination and deployment,emergency command,value-added coordination,and command and deployment Application(APP),a three-dimensional management and control network featured with“full coverage,all-round,all-weather and all elements”is realized,so as to ensure“safe,convenient,green,intelligent and efficient”waterborne transportation.
