海事管理数字化转型工作研究

A study on the digital transformation of maritime administration

针对当前科学发展和新技术带来的社会变革过程中,传统海事管理的治理模式、治理手段面临的新挑战,结合前期海事管理的研究成果,以海事管理的概念厘清为基础,归纳总结梳理了国内外海事管理的核心要素,分析了我国海事管理发展的历程和面临挑战,提出了我国海事管理基于数字化转型的建议。

With respect to the new challenges faced by traditional maritime administration in terms of governance model and means,as a result of social changes brought by scientific development and new technologies,in view of the outcomes of previous maritime administration researches,and taking the clarification of the concept of maritime administration as the basis,the core elements of maritime administration at home and abroad are summarized,the history and challenges of maritime administration development in China are analyzed,and suggestions on the digital transformation of China’s maritime administration are proposed.
