以常态化应急演练提升宣传教育水平

应急演练是用以检验、提高、评价应急能力和应急预案效果的重要举措。开展应急演练不仅仅是检验应急预案实用性所需,更是提高相关单位、部门和人员应急能力的重要途径。原则上,《生产安全事故应急演练基本规范》《灭火和应急疏散预案演练相关规定》等对生产经营单位开展不同种类应急演练的频次、形式、评估等方面都做了详细的规定。但是,这种较低频次的演练,虽然对检验预案能够起到一定作用,却对检验、提高、评价应急能力起到的作用是微乎其微的。只有在经常性开展常态化应急演练的前提下,才能达到上述目的,真正使得企业在突发事件面前能够从容有效应对。因此,开展常态化应急演练也是一种行之有效的应急宣传培训手段,往往会起到事半功倍的效果。

Emergency drills are important measures to test,improve and evaluate emergency response capabilities and the effectiveness of emergency plans.Emergency drills are not only necessary to test the practicality of emergency plans,but also an important way to improve the emergency response capabilities of relevant entities,departments and personnel.In principle,the Basic Rules for Production Safety Accidents Emergency Drills and Relevant Provisions on Fire Extinguishing and Emergency Evacuation Plan Drills have provided detailed provisions on the frequency,modalities and assessment of different types of emergency drills carried out by production and operation entities.However,although this kind of low-frequency drills can play a certain role in testing the plan,it plays a minimum role in testing,improving and evaluating emergency response capabilities.Only by regularly carrying out normalized emergency drills,can the above purposes be achieved and the enterprises respond to emergencies in a calm and effective manner.Therefore,the implementation of normalized emergency drills is also an effective means for publicity and training,by doing twice the work in half the time.
