Outline of online social governance

作为改变人与人之间联结的新技术,互联网拓展了社会的内涵,促成了线上社会的出现,为社会治理带来了重要的新治理场域与治理对象。作为社会治理的一部分,线上社会治理呈现出不同的特征,同时遵循社会治理的总体逻辑;在治理内容上,线上社会治理以信息为治理核心,如对于国际互联网主权的保护、对于技术及伴随而来的法律问题的管理、对于内容生产与社会互动的规范、对于地方信息的获取等等。同时,线上社会治理呈现出两大性质:在治理目标上,寻求社会稳定与社会活力之间的平衡;在治理方式上,常态治理与专项治理并行。线上社会治理的逻辑则体现为根据社会经济背景的变化,对目标优先序与治理方式进行调适。

As a new technology that changes how people connect with each other,the development of the Internet hasexpanded the connotation of society,contributed to the emergence of online society,and brought an importantnew governance field and governance object.As a part of social governance,online social governance followsthe overall logic of social governance while it has some different characteristics due to the special technicalnature of the Internet.In terms of governance content,information management is the core of governance,suchas the protection of international Internet sovereignty,the management of technology and legal issues,the regu-lation of content production and social interaction,and the acquisition of local information.At the same time,online social governance has two characteristics: in terms of governance goals,it seeks balance between socialstability and social vibrant;in terms of governance methods,it uses both normal and special governance.Thelogic of online social governance is reflected in the adjustment of target priorities and governance methodsaccording to changes in the social and economic conditions.
