基于规划传导实施的乡镇开发边界划定研究--以天津市泗村店镇为例

Study on the Delimitation of Township Development Boundary Based on Planning Transmission and Implementation:The Case of Sicundian Town in Tianjin

乡镇级国土空间总体规划位于国土空间总体规划的末端,起到向下管控、引导详细规划的作用,其更侧重于规划的实施性。文章首先对过渡期的开发边界进行评估,提出开发边界在实施过程中存在对镇域空间布局及乡镇发展诉求考虑较少、对存量建设用地指标挖潜不充分、对村庄建设用地发展的关注较少等问题,其次提出了在开发边界划定的技术路线中开发边界兼具数值属性(土地指标传导层面)和形态属性(乡镇空间发展层面)的观点,最后以正在编制的天津市泗村店镇国土空间总体规划为例,对过渡期的开发边界进行研究,以期相关探索能够为其他城市的开发边界划定提供参考。

At the lowest end of territorial space planning system,township territorial space master plan plays the role of solid governance in implementation.The paper firstly evaluates the development boundary in transitional period,indicates the problems of township development boundary:inconsiderate of space layout and development needs,limited exploration on potential stock construction land,and little attention on village construction land etc.Then it argues the technical route of development boundary shall incorporate numerical and morphological attributes.Finally,with the territorial space planning of Sicundian town,Tianjin,as an example,the paper studies the implementation path of development boundary in the transitional period,and provides a reference for other cities.
