政府性融资担保助推共同富裕的浙江探索与实践

Exploration and Practice of Zhejiang Province on Promoting Common Prosperity with Government Financing Guarantee

高质量发展建设共同富裕示范区是党中央赋予浙江的光荣使命。发挥政府性融资担保的“准公共品”职能,对促进实体经济发展,完善普惠金融体系,构建共同富裕示范区具有重要意义。本文从共同富裕改革实践、经济高质量发展、收入分配制度改革、城乡区域协调发展四个维度,系统分析了浙江政府性融资担保在深化担保机构体系改革,打好担保助企惠企组合拳,强化“浙担”服务模式创新,提升薄弱环节担保供给方面的探索实践,以期为全国提供浙江方案和经验。

High-quality development to build a model of common prosperity is the glorious mission entrusted to Zhejiang by the CPC Central Committee.The"quasi-public goods"function of government financing guarantee is of great significance to promote the development of the real economy,improve the inclusive financial system and build a common prosperity demonstration area.In order to provide the Zhejiang experience,we make a systematic analysis from the dimension of reforming the practice of common prosperity,high-quality economic development,innovation of income distribution and coordinated development of urban areas.Based on the above dimensions,we also summarize some experience in promoting Zhejiang’s common prosperity with government financing guarantee,such as the exploration in deepening the reform of the guarantee system,formulating a series of preferential guarantee policies,strengthening the innovation of service mode and improving the guarantee supply in weak areas.
