摘要
为了解水专项京津冀区域项目实施对水生态环境质量改善的支撑情况,以北运河为例开展整体绩效评估研究。论文梳理了水专项在北运河流域实施的项目情况,构建了评估内容与方法,从科技产出、成果与效益等两方面开展了整体绩效评估。结果表明,“十一五”以来,水专项在北运河流域共计实施了96项示范工程,形成170项专利成果和24项技术规范、标准以及指南等,有效促进了流域水环境、水资源和水生态的改善。“十三五”期间,北运河北京段劣Ⅴ类水体比例大幅度减少,Ⅰ~Ⅲ类水体比例明显增加,2019年,北运河北京市出境断面-王家摆断面水质已提前达到2020年国家考核要求。2019年,北京市再生水资源利用量相比2007年增长了1.3倍,再生水已成为北京市稳定可靠的第二水源,确保了北运河生态流量的提升。“十二五”以来,北运河廊道绿地面积有所增加,水生态系统功能得以提升。
The overall performance evaluation study of Beiyun River Basin was an example to investigate the National Water Pollution Control and Management Technology Major Project(the Water Major Project)in the Beijing-Tianjin-Hebei region on the improvement of water ecological environment quality.The research sorted out the implementation projects in the Beiyun River Basin,constructed the evaluation contents and methods,and carried out the overall performance evaluation from the scientific and technological output,achievements and benefits.It showed that the Water Major Project had carried out a total of 96 demonstration projects,produced 170 patents and 24 technical specifications,standards and guidelines in the Beiyun River Basin since the 11th Five-year plan,which had effectively promoted the improvement of water environment,water resources and water ecology.The proportion of inferior V water bodies in Beiyun River had been greatly reduced at the 13th Five-year Plan period,meanwhile,the proportion of I~Ⅲwater bodies had been significantly increased.It was reached the national requirements in 2019 ahead of the schedule,which was the national assessment requirements in 2020 of the Beijing exit section-Wangjiabai section of Beiyun River.In 2019,the consumption of recycled water resources in Beijing had been increased by 1.3 times since 2007,which had become a stable and reliable secondary water source in Beijing,ensured the increase of the ecological flow of Beiyun River.Besides,the green space of Beiyun River corridors had been increased,and the water ecosystem had been improved since the 12th Five-year Plan.
