生态文明视角下特大城市环境治理的困境与实践路径研究

Dilemma and Practical Path of Environmental Governance in Megacities fromPerspective of Ecological Civilization

环境问题作为制约特大城市经济和社会发展的主要瓶颈之一,集中表现在大气污染、水资源短缺、垃圾围城以及噪声扰民等方面。基于城市政府环境治理重视统筹不足、资金缺口巨大、区域间治理效率不平衡以及公众参与度不高等现实困境,提出在生态文明理念的引导下,优化城市空间布局和产业发展,以市场化机制推进城市环境治理资金筹措,借助区域协同政策和技术优势提升环境治理效率,积极拓宽公众参与渠道,走适合特大城市发展的环境治理之路。

As one of the main bottlenecks restricting the economic and social development of megacities, environmental problems are manifested in many aspects, such as air pollution, water shortages, garbage siege and noise disturbance. Based on the fact that the urban government’s environmental governance is insufficient, the huge funding gap, theunbalanced governance efficiency between areas and the public participation is not high. Under the guidance of the concept of ecological civilization, it is proposed to optimize the urban spatial layout and industrialdevelopment, promote thefinancing of urban environmental governance funds with a market-oriented mechanism, improve the efficiency of environmental governance with the help of regional coordinated policies and technological advantagesand expand public participation channels actively. It is the suitable road to environmental governance for megalopolis.
