新型职业农民作为“双重主体”的历史使命——基于乡村振兴视角

Historical Mission of New Professional Farmers as"Dual Subjects"——Based on the View of Rural Revitalization

新时代赋予农民新的内涵和使命,越来越多的非农经济组织和人员加入到乡村振兴之中,其作为市场主体与原有的农民主体融合在一起成为“双重主体”,也称为新型职业农民。新型职业农民拥有鲜明的市场性、专业性、公益性等主体特征,在整个乡村改革创新发展中扮演重要角色。新型职业农民以创新为驱动力,以市场化改革为契机,促进市场要素在城乡之间自由流动。其依托农民合作社,在政府、社会、乡村之间发挥关键平衡作用,勇担“建乡村、富乡村、美乡村”的历史使命。基于此,应从促进产业融合、夯实人才基础、健全落实制度方面为新型职业农民勇担使命保驾护航。

The new era has endowed farmers with new connotations and missions.More and more non-agricultural economic organizations and personnel have joined the rural revitalization.As market subjects,they have merged with the original farmers and become"dual subjects",also known as new professional farmers.New professional farmers have distinct marketability,expertise,public welfare,and play an important role in rural reform and innovation development.Driven by innovation and taking marketization reform as an opportunity,the new professional farmers promote the free flow of market factors between urban and rural areas.Relying on farmer cooperatives,the new professional farmers play a key balancing role among the government,society and country,shoulder the historical mission of"building,enriching and beautiful rural areas".Based on this,we should promote industrial integration,consolidate the talent base and improve the system to ensure that the new professional farmers shoulder the mission bravely.
