碳素行业是国家的重要原材料工业,具有工艺较为复杂,污染较大,且存在一定环境风险等特征,是环境影响评价技术难度较大的一类项目。因此,在实际工作中,产业政策、行业规范条件和规划符合性、满足“三线一单”要求、全面准确的工程分析、技术可靠且经济可行的污染治理措施、准确可信的环境风险评价等内容是碳素项目环境影响评价的核心。本文系统总结分析了碳素项目环评技术要点,以此为今后相关项目的环评工作提供参考。

The carbon industry is an important raw material industry in the country,it has the characteristics of complex process,large pollution,and certain environmental risks,it is a type of project with relatively difficult environmental impact assessment technology.So,in practice,industrial policies,industry standard conditions and planning compliance,meeting the requirements of“three lines and one order”comprehensive and accurate engineering analysis,technically reliable and economically feasible pollution control measures,and accurate and credible environmental risk assessment are the cores of the evaluation environmental impacts in carbon projects.This paper systematically summarizes and analyzes the technical points of the EIA of carbon projects,in order to provides a reference for the EIA work of related projects in the future.
