随着按病种分值付费(Diagnosis Intervention Packet DIP)为核心的医保支付方式改革的深入,给医院带来新的挑战,尤其是新冠疫情以来,对全球公共卫生防御体系而言都是严峻的考验。如何利用这一财务手段,更好地助力基层公立医院的生存和发展,是每位管理者、财务人员以及临床医务人员亟需探究的问题。本文结合我院实际,从DIP模式下如何实施全面预算管理,对影响因素进行分析,为提高医院营运效率、实现高质量发展提供一点思考。

The in-depth reform of health insurance payment method based on Diagnosis Intervention Packet DIP brings new challenges to primary public hospitals,especially since COVID-19 epidemic,which is a severe test for the global public health defense system.How to use this financial tool to better contribute to the survival and development of hospitals is an urgent issue for every manager,financial staff and clinical staff to explore.In this paper,we analyze how to implement comprehensive budget management in the DIP model and the influencing factors to provide some thoughts to improve the efficiency of hospital operation and achieve high quality development.
