广东省固体废物全过程管理责任清单研究

Research on the whole process management responsibility list of solid waste in Guangdong Province

固体废物具有种类多、管理链条长、涉及管理部门多等特点,做好固体废物污染防治工作是落实生态环境保护的重点内容。通过总结广东省主要固体废物监管现状,分析存在的问题,并从依托“无废城市”建设建立完善固体废物管理责任清单、完善固体废物监管法律法规依据、建立协作机制形成监管合力、进一步落实生态环境部门统一监督管理责任等方面提出了建议,以期为进一步提升广东省固体废物综合管理水平提供政策建议。

Solid waste is multifarious,with long management chain and multiple management departments,the prevention and control of environmental pollution by solid waste is an important part of ecological environmental protection.The article summarizes the regulatory status of main kinds of solid waste in Guangdong Province,and analyzes the problems,then puts forward suggestions from establishment of thorough management responsibility list of solid waste based on‘No-waste city’construction,improvement of the solid waste laws and regulations basis,establishment of coordination mechanism to form synergy effects on supervision,and further implementation of theunifiedsupervision andmanagementresponsibility of the ministry of ecology and environment,with a view to make policy suggestions to further improve the comprehensive management level on solid waste in Guangdong Province.
