浅析新时期公路水运工程施工过程中的应急管理

Analysis of Emergency Management in the Construction Process of Highway and Waterway Engineering in the New Era

随着新发展理念的贯彻深入,构建更加健全完善的应急管理体制机制成为当前工程施工安全管理的迫切需求,也是必要条件。文章通过对行业规范及内蒙古自治区公路水运工程应急管理的调查研究,并结合参与修订内蒙古自治区公路水运工程生产安全事故应急预案的工作经验,采用类比分析法梳理并论述了公路水运工程在突发事件事前、事发、事中、事后应急管理全过程中开展事故预防、应急准备、应急响应和应急恢复的主要内容,以期为公路水运工程应急管理提供参考。

With the further implementation of the new development concept,the construction of a more sound and perfect emergency management system has become an urgent need of the current construction safety management and a necessary condition.This paper introduces and discusses the main contents of accident prevention,emergency preparation,emergency response and emergency recovery in the whole process of emergency management of highway and waterway engineering,combined with the working experience of participating in the revision of the Profession Standard and Highway Water Transportation Project Emergency Management Investigation Research.It can provide reference for emergency management of highway and waterway engineering in the future.
