“一带一路”视野下缅籍来华务工人员职业教育培训研究——基于云南省瑞丽市的实地调查

摘要 云南省缅籍务工人员的聚集是“一带一路”倡议下跨国劳动力自然流动的重要形式。然而对于通过职业教育培训助力缅籍务工人员的文化适应却缺乏相关研究。因此,本研究立足于进入云南省瑞丽市的缅籍务工人员群体探讨职业教育培训和跨文化适应问题。通过分析缅籍务工人员的文化适应现状和职业教育培训中存在的问题,提出能够促进其实现文化适应的职业教育培训政策改进措施。研究指出,针对缅籍务工人员职业教育培训政策改进应该落实在:培训“就与择”业的结合,完善教育培训内部机制;开展多层次有针对性的职业培训;尊重多元和差异,注重人文关怀与心理疏导;加强政府、社会和企业的三方协作等方面。 One belt,one road initiative,is the important form of the natural mobility of transnational labor force in Yunnan.However,there is a lack of relevant research on helping the cultural adaptation of Burmese migrant workers through vocational education and training.Therefore,this study is aimed at solving the puzzle metioned above among Burmese migrant workers entering Ruili City,Yunnan Province.By analyzing the current situation of cultural adaptation of migrant workers in Myanmar and the problems existing in vocational education and training,this paper puts forward the improvement measures of correlative policies that can promote their cultural adaptation.The study concludes that the improvement of vocational education and training policy for Burmese migrant workers should be implemented in the following aspects:the combination of "training and selection" and the improvement of the internal mechanism of education and training;Carry out multilevel targeted vocational training;Respect diversity and differences,and pay attention to humanistic care and psychological counseling;Strengthen the tripartite cooperation among government,society and enterprises.
