The Historical Route of CPC Eliminating Absolute Poverty in Rural Areas in the Past One Hundred Years

百年来中国共产党在解决农村贫困问题上取得了重大成就,解决了农村的绝对贫困问题。这与中国共产党在不同历史发展阶段上的反贫困政策是密不可分的。百年来中国共产党解决农村绝对贫困的历史路径在纵向演进上,经历了以社会制度变革解决压迫性贫困——以土地制度改革、农业合作化以及广义性减贫实践解决极端性贫困——以益贫性增长、扶贫开发和社会保障的三轮驱动式减贫——以精准扶贫解决个别分散性贫困四个历史发展阶段。四个阶段相互衔接,通过不同的农村减贫机制共同谱写了中国农村的反贫困故事。以史为鉴,对百年来中国共产党解决农村绝对贫困历史路径的分析,能够更进一步推动中国农村反贫困事业的发展,实现乡村振兴,实现共同富裕。

In the past one hundred years,the Communist Party of China(CPC) has made majorachievements in solving the poverty problem in the rural areas.It has eliminated absolute poverty in ruralChina.This is closely related to CPC’s anti-poverty policies at its different historical and developmentalstages.In terms of longitudinal evolution,the historical route of CPC solving the absolute poverty in therural areas in the past century included four historical development stages:solving poverty produced byclass oppression with a revolution of social system;solving extreme poverty by a reform of land system,agricultural cooperation,and general poverty reduction practice;reducing poverty by means of pro-poorgrowth,poverty relief and development,and social insurance;and solving individual and scattered poverty by targeted poverty relief.Linked together,the four stages make up the full history of fighting poverty inrural China through various rural poverty reduction mechanisms.An analysis of the route can better promotethe anti-poverty development of rural China to achieve rural revitalization and common prosperity.
