中国与俄罗斯边远地区发展经验:非物质障碍与管理策略

Development Experience in Remote Regions of China and Russia:Immaterial Barriers and Management Strategies

俄罗斯远东(地区)和中国东北(地区)在两国国情下,传统上被划定为有问题的边远地区,需要国家给予特别关注,即额外的支持和援助。20多年来,为了加速两个地区快速发展,引领其步入稳定发展快车道,两国中央政府采取多种努力和尝试,但并没有达到预期结果。稍早前,中俄两国学者对两个地区发展管理政策的批判性分析还主要集中在对物质条件的分析上,但近期中俄学者开始对两国上述地区发展构成障碍的无形因素给予更多关注,并开始研究地区意识特征和本地区民众的特殊心态。针对这些因素的一般解释方法及其对中俄两国经济落后地区刺激发展努力结果的影响进行分析、探讨并得出与落后地区发展管理策略有关的一些结论。

Under the national conditions,Russia’s Far East(region)and China's northeast(region)have traditionally been demarcated as the problematic remote areas,which require special attention from the states,that is,offering additional support and assistance.Over the past 20 years or so,the central governments of the two countries have taken various efforts and attempts for accelerating for the rapid development of the two regions and leading them into the fast track of stable development;however,the expected results have not been achieved.Earlier,Chinese scholars and Russian scholars made critical analysis on the development management policies of the two regions by mainly focusing on material conditions;recently,Chinese scholars and Russian scholars have begun to pay more attention to the intangible factors that will cause obstacles to the development of the above-mentioned regions,as well as the characteristics of regional consciousness and the special mentality of local people.This paper analyzes and discusses the general explanation methods of these factors and their influence on the effort of stimulating the development of the underdeveloped regions in China and in Russia,and draws some conclusions about the development management strategies of the underdeveloped regions.
