地方本科院校教学与科研协调发展的对策建议--以职称评审权下放为契机

Countermeasures and Suggestions on the Coordinated Development of Teaching and Scientific Reaearch in Local Undergraduate Colleges--Taking the Opportunity of Devolution of Title Appraisal Authority

地方本科院校一般以应用型人才培养为主要目标,主要以教学为中心,然而,由于受到学校排名、专业评估、硕士点授予权等各类学校竞争评价的压力,以及教师提高收入和职称晋升的需要等因素,部分地方本科院校呈现出一定程度上偏重科研而忽视教学的情况。因此,地方本科院校应以职称评审权下放为契机,根据具体情况,制定出有利于协调教学与科研关系的内部职称评审政策,以职称评审的“指挥棒”来引导教师处理好教学与科研的关系。另外,辅之以提高教学奖励以及调整学校竞争评价的指标设计等方式,综合促进地方本科院校教学与科研工作协调发展。

The main objective of the local undergraduate colleges is to cultivate applied talents,mainly focusing on teaching.However,due to the pressure of competition evaluation of university,such as university ranking,professional evaluation and master’s degree award,and teachers’promotion of income and title,some local colleges and universities have bias on scientific research while neglecting teaching.Therefore,local undergraduate colleges,should take the opportunity of devolution of title appraisal power,formulate,in accordance with specific conditions,internal title appraisal policies conducive to coordinating the relationship between teaching and scientific research,guide teachers to deal with the relationship between teaching and scientific research with the“baton”of title evaluation,and comprehensively promote the coordinated development of teaching and research with the help of teaching reward and by adjusting the index design of the school competition evaluation,and in local undergraduate colleges.
