国土空间规划体系中的村庄规划强调“多规合一”的实用性。村民参与规划编制是保障农民权益、发挥村民主体性的重要手段。实用性村庄规划编制中的村民参与强调主体参与的广泛性、客体选择的多样性,以及相关程序的正义性。针对调研过程被动参与、方案比选无话语权、规划结果事后告知等村民参与的典型问题,从主体意愿、便民通道和流程保障等方面深入剖析原因。最后从开门编规划、真情做设计、流程标准化等方面提出村民参与村庄规划编制的优化策略。

Village planning in the territorial spatial planning system emphasizes the practicality of “multi-plan integration”. The participation of villagers in the preparation of plans is an important means of protecting the rights and interests of the farmers and giving full play to the subjectivity of the villagers. The participation of villagers in the preparation of practical village plans emphasizes the wide range of participation of subjects, the diversity of object selection, and the justice of the relevant procedures. In view of the typical dilemmas of villagers’ participation, such as passive participation in the research process, lack of voice in the selection of proposals and post facto notification of planning results, the reasons are analyzed in depth from the aspects of the subject’s willingness,convenient access and process protection. Finally, it proposes the strategies for optimizing villagers’ participation in the preparation of village plans in terms of open-door planning, sincere design and standardization of processes.
