国土空间规划时代下城市规划的发展趋势和改革之路

Development Trend and Reform of Urban Planning in the Era of Land and Space Planning

多数人的定性判断具有一定科学性,通过对比国内主要城市人口增长情况,得出多数人选择城市的名单,即“好”城市的集合。本文通过分析“好”城市的共同特点,概括得出“好”城市的判断标准为“一俊遮百丑”和“木桶效应”,明确城市规划可实施性和统筹平衡的重要意义。在判断未来城市规划发展趋势的基础上,提出国土空间规划时代基于“好”城市的规划改革方案,即正向引导+负面清单、智慧技术+价值伦理、制度设计+动态评估,为城市规划的改革发展提供参考。

Most people’s qualitative judgment is scientific. By comparing the population growth of major cities in China, we can get the list of cities most people choose, that is, the collection of “good” cities. By analyzing the common characteristics of “good”cities, this paper summarizes that the judgment criteria of “good”cities are “one handsome covering a hundred ugly” and “barrel effect”, and defines the important significance for the urban planning enforceability and overall balance. Then it puts forward the planning reform scheme based on “good” cities in the era of land and space planning on the basis of judging the development trend of urban planning in the future, that is, positive guidance + negative list, smart technology + value ethics, system design + dynamic evaluation, with a view to provide a reference for the reform and development of urban planning.
