协同视角下工程项目监管效果影响因素研究

Research on Influencing Factors of Project Supervision Effect from the Perspective of Synergy

十九大五中全会公报表明,“我国已转向高质量发展阶段”,工程行业也迎来新的机遇和挑战,传统监管体系已然无法满足未来发展需要。为理清工程中各方主体协同监管作用机理,破除主体间林立的“信息烟囱”,提高工程项目监管效果,本文通过梳理近10年来较有影响力的文献资料和政策文本,整理出影响工程项目监管效果的诸多因素,收集数据,通过结构方程模型得出各类影响因素的互相作用机理。结果显示,政府、市场、社会在信息化平台的协同作用下,共同对工程项目监管效果产生影响。其中政府在工程监管过程中起到了主导作用,政府通过信用监管等方式,将结果在信息平台进行公开,促进市场监管和社会监督的顺利实施。

The communique of the Fifth Plenary Session of the 19th National Congress shows that “China has turned to a high-quality development stage”. The engineering industry has also ushered in new opportunities and challenges, but the traditional supervision system can no longer meet the needs of future development. In order to clarify the cooperative supervision mechanism of all parties in the project, to break the “information chimney” among the subjects and to improve the supervision effect of the project, this paper sorts out many factors affecting the supervision effect of the project by combing the influential literature and policy texts in recent 10 years.The data were collected and the interaction mechanism of various influencing factors was obtained through structural equation model.The results show that under the synergy of the information platform,the government, the market and society jointly affect the effect of project supervision. Among them, the government plays a leading role in the process of project supervision. The government makes the results public on the information platform through credit supervision,so as to promote the smooth implementation of market supervision and social supervision.
