摘要
基于科技生态系统治理视角,围绕多层次科技创新需求与资源匹配,提出了区域综合科技服务平台智慧生态服务模式的概念和多维集成、共生共创、互补融合、智能智慧等智慧生态服务模式基本特征,从创新需求复杂度、多元性和科技资源挖掘度三个维度,构建了专业精准、模块集成、一体协同、网络治理等智慧生态服务模式的主要形态,刻画和分析了生态画像双元管理体系、创新需求动态管理体系和智能资源管理体系三大智慧生态服务的管理支撑体系框架。本质上讲,智慧生态服务是结合先进信息技术与现代科技管理思想形成的一种促进区域高质量协同创新的理论与方法。为有效发挥智慧生态服务模式效能,从引导利益相关方形成高效的科技生态治理体系和打造高质量平台运营体系方面提出了建议。
Based on the perspective of science and technology ecosystem governance, focusing on multi-level scientific and technological innovation needs and resource matching, this paper puts forward the concept of intelligent ecological service mode of regional integrated science and technology service platform and the basic characteristics of intelligent ecological service modes such as multi-dimensional integration, co-creation, complementary integration and intelligence.From the three dimensions of complexity and diversity of innovation demand, and mining of scientific and technological resources, it has constructed the main forms of intelligent ecological service modes such as professional accuracy, module integration, integrated collaboration and network governance, and further characterized and analyzed ecological portrait dual management system, innovative demand dynamic management system and intelligent resource management system, which are the management support system of intelligent ecological services.In essence, intelligent ecological service is the theory and method to promote regional high-quality collaborative innovation formed by combining the advanced information technology and the modern scientific and technological management thought.In order to give full play to the effectiveness of the intelligent ecological service model, suggestions are put forward from the aspects of guiding stakeholders to form an efficient scientific and technological ecological governance system and building a high-quality platform operation system.
