“城中村”聚集区消防安全治理对策研究--以昆明市为例

Research on Fire Safety Management in Village-In-City Area:An Empirical Study of Kunming City

从昆明市“城中村”火灾防控的实际情况出发,围绕提升消防安全治理水平这一目标,重点回顾了当前“城中村”聚集区面临的消防安全现状,深入分析了影响和制约“城中村”消防安全的主要因素,提出了完善“城中村”火灾防控工作机制的对策。研究结果表明,增强“城中村”聚居区消防安全治理能力亟需落实层级责任制、加强监督处罚、提倡全民治理和提升科技能力。

Based on the actual situation of fire prevention and control in“village-in city”areas in Kunming city,this paper reviews the current situation of fire safety in such areas,analyzes the main factors affecting and restricting the fire safety,and proposes countermeasures to improve the working mechanism of fire prevention and control by focusing on the goal of improving fire safety management.The results show that it is necessary to implement a hierarchical responsibility system,strengthen supervision and punishment,advocate governance by all people,and enhance scientific and technological capabilities to enhance fire safety governance in“village-in city”areas.
