公共图书馆文旅融合的内在逻辑是以读者为中心,从服务端和产业端展开,将效能作为评价标准,以实现社会效益、文化效益和经济效益的统一。而在具体推进公共图书馆文旅融合的实践中,必须立足于其自身的资源禀赋,找准“融合点”,形成馆藏资源、公共服务、规划设计和产业发展四种文旅融合模式。同时,还必须创新政府、公共图书馆和社会公众之间的协同机制,构建宏观上的政府指引机制,微观上的公共图书馆法人治理机制和区域联动机制,以及社会公众参与机制,以为公共图书馆文旅融合事业健康发展提供机制保障。

The internal logic of the integration of culture and tourism in public libraries is to unify the social, cultural and economic benefts by expanding services and industry centered on readers. The effciency is the evaluation standard. In the practice of promoting the integration of culture and tourism in public libraries, four models including collections, public services, planning and design, and industrial development should be formed based on the abundant collections and resources to fnd right "integration point". At the same time, it is necessary to innovate the coordination mechanism among the government, public libraries, and the public to build a macro-level government guidance mechanism,a micro-level public library corporate governance mechanism and regional linkage mechanism, as well as a public participation mechanism. It provides mechanism guarantee for the development of integration of culture and tourism in public libraries.
