标准化推进智慧文旅服务融合:基于标准规范文本的比较研究

Standardization Promotes Smart Service Integration of Culture and Tourism: A Comparative Study Based on Standards and Specification Texts

“十四五”战略规划实施背景下,探讨标准化推进智慧文旅服务融合具有现实意义。聚焦智慧旅游和智慧图书馆服务规范标准,结合《智慧旅游建设与服务规范》《旅游企业智慧旅游建设与应用规范》《智慧旅游设施服务规范》《公共图书馆总分馆业务规范》及智慧图书馆标准文本内容,比较分析建设标准、服务规范、技术标准,发现智慧文旅融合标准尚未形成,文化和旅游标准不兼容,国际化水平有待提高,缺少统一的组织管理机制,并建议以智慧文旅融合标准化研究引领实践、应用推动实践,社会力量完善应用实践,以推动我国标准化建设工作,加快文旅深度融合进程。

It is of practical significance to discuss the way standardization promoting smart service integration of culture and tourism.Focused on service standards of smart tourism and smart library, the Standard of Construction and Service for Smart Tourism, Smart Tourism Construction and Application Specifcations for Tourism Enterprises, Service Norms for Smart Tourism Facilities, Main-branch library system of public library professional work specifcations and texts of standards of smart library are studied to compare and analyze the construction standards, service specifcations and technical norms. The results show that standards for integration of smart culture and tourism has not yet been formed, standards of culture are not compatible for that of tourism, internationalization level needs to be improved, and the construction lacks unified organization and management mechanism. It is suggested that integration of smart culture and tourism should be guided by standardization research, the application promoting the practice, and social forces improving application practice, so as to improve the standardization construction in China and speed up the in-depth integration process of culture and tourism.
