工程全过程咨询现状及发展对策

Current Situation and Development Countermeasures of the Whole Process Engineering Consulting

在房屋建筑、市政基础公共设施等工程项目中,建议建设单位委托咨询单位提供招标代理、勘察、设计、监理、造价、项目管理等全过程咨询服务,以满足建设单位对综合服务的需求,提高工程建设过程中的协同效应。全过程工程咨询服务为业主提供全面的、跨阶段的、综合的咨询服务,包括经济、技术、组织、管理和运营等方面,贯穿建设项目的整个生命周期。该文分析了全过程咨询产生的背景,对国内研究现状进行分析,总结目前全过程咨询领域存在的问题,并从打造关键能力、数字化转型、提高创新能力这3个方面提出对策,为我国工程全过程咨询行业的良好发展提供参考。

In housing construction,municipal infrastructure and public facilities and other engineering projects,it is suggested that the construction unit entrust the consulting unit to provide the whole process consulting services such as bidding agency,survey,design,supervision,cost and project management,so as to meet the needs of the construction unit for comprehensive services and improve the synergy in the process of engineering construction.The whole process engineering consulting service provides the owner with comprehensive,cross stage and comprehensive consulting services,including economy,technology,organization,management and operation,which runs through the whole life cycle of the construction project.This paper analyzes the background of the whole process consultation,analyzes the domestic research status,summarizes the problems existing in the whole process consultation field,and puts forward countermeasures from three aspects:building key ability,digital transformation and improving innovation ability,in order to provide a reference for the good development of the whole process engineering consultancy industry in China.
