The Action Logic and Experience Enlightenment of the Change of Rural Basic Management System

文章从产权归属、生产力组织形式、分配方式三个方面梳理了中华人民共和国成立以来农村基本经营制度的变迁特征及经验启示,并对未来农村基本经营制度创新的趋势进行了展望。提出进一步推进农业农村市场化改革;大力进行新型工业化、信息化、新型城镇化发展,使之与农业现代化实现协同发展;创新对新型农业经营主体的培育方式;培养新型现代职业农民等方面做好改革的前瞻工作。

In order to analyze the impact of the change of rural basic management system on the development of agriculture,and to provide suggestions for the innovation of rural basic management system and the realization of agricultural and rural modernization.The paper sorts out the changing features ceremony of the People's Republic of China from the aspects of property rights ownership,the organizational form of the productive forces and the way of distribution.On this basis,the experience is summarized,and the future trend of rural basic management system is prospected.It is pointed out that it is necessary to make good preparations for the reform in the following aspects including to further advance the market-oriented reform in agricultural and rural areas;vigorously develop new forms of industrialization,and urbanization to achieve coordinated development with agricultural modernization,and innovate the ways of cultivating new types of agricultural operators,training new type of modern professional farmers.
