智慧居家养老服务业发展的关键问题研究

Study on the Key Issues in the Development of Smart Home-Based Care Service Industry

本文基于上海虹桥、杭州西湖区、北京通州区、青岛莱西市等多地智慧居家养老服务的具体实践,通过系统分析发现该行业存在政策不完善且落实不到位、养老服务设施不完备、养老服务人才短缺、养老服务碎片化严重等突出问题,针对以上问题提出了完善智慧居家养老服务政策细则,加强政策落实;完善智慧居家养老服务设施,提高利用效率;加强人员培训,制定人才激励政策;厘清智慧居家养老服务责任主体,提供高质量服务;加强技术创新,为智慧居家养老服务提供技术支撑等具体改进建议。

Through a systematic analysis of the practices of smart home-based care services in Shanghai Hongqiao,Hangzhou West Lake District,Beijing Tongzhou District and Qingdao Laixi City,it’s found that there are prominent problems in the industry such as imperfect policies and incomplete implementation,backward elderly service facilities,shortage of professionals and severe fragmentation of elderly service.In response of the above-mentioned problems,specific improvement suggestions are proposed in terms of improving the policy rules and strengthening policy implementation;perfecting the smart home-based care service facilities and enhancing the utilization efficiency;strengthening personnel training and formulating talent incentive policy;clarifying the responsible body of smart home-based care service in order to provide high-quality service;initiating technological innovation so as to provide technical support for smart homebased care service.
