治理能力视域下干部交流的作用机理和实践优化

摘要 领导干部治理能力是领导干部充分发挥多元治理主体的作用,运用制度法规与价值理念引导、控制和规范各种活动,提高治理绩效所应具备的能力集合。干部交流的过程是不同领域、不同区域领导干部治理能力相融相促的过程,其作用机理在于干部交流通过推动组织学习、激发内在激情、拓展社会网络,促进领导干部治理能力提升。针对现存问题,基于能力提升视角,干部交流的实践优化路径是进一步优化干部交流年限、完善干部交流途径、健全干部交流协同体系。 The governance capacity of leaders is a collection of abilities that leaders should have to give full play to the role of multiple governance subjects,guide,control and standardize various activities by using systems,regulations and values,and improve governance performance.The process of leader exchange is a process of promoting the governance capacity of leaders in different fields and regions.Its mechanism is that leader exchange promotes the improvement of their governance capacity by promoting organizational learning,stimulating internal passion and expanding social networks.In view of existing problems and from the perspective of capacity improvement,the practical optimization path of leader exchange is to further optimize the years of exchange,improve the channels,and promote the coordination system.
