全面从严治党视域下高校内部巡察整改闭环管理工作机制研究

Research on the Closed-loop Management Mechanism of Internal Inspection and Rectification in Colleges and Universities from the Perspective of Comprehensively and Strictly Administering the Party

整改是巡察工作的关键环节,是巡察推动改革、促进发展的集中体现。随着全面从严治党的日益深入推进,越来越多的高校探索开展内部巡察工作,复盘分析高校巡察工作的整改环节发现,以巡察整改推动改革、促进发展的作用发挥不够凸显,整改质效与师生群众期盼还存在着一定的差距。高校要真正实现巡察工作高质量发展,必须健全完善巡察整改促进机制、评估机制,通过压紧压实责任、深化集成联动、加强过程管控、评估整改成效以及分类处置研判,对巡察整改全过程实行闭环管理,推动巡察监督、整改、治理各环节有机贯通,以扎扎实实的整改成效促进高校基层治理水平、治理能力提升,真正打通全面从严治党向基层延伸的“最后一公里”。

Rectification is the key link of patrol work and the concentrated embodiment of patrol promoting reform and development.With the increasingly in-depth promotion of comprehensively and strictly administering the Party,more and more colleges and universities explore and carry out internal patrol work.After a comprehensive analysis of the rectification links of patrol work in colleges and universities,it is found that the role of patrol rectification in promoting reform and development is not prominent enough,and there is still a certain gap between the quality and effect of rectification and the expectations of teachers and students.In order to truly realize the high-quality development of patrol work,colleges and universities must improve the promotion mechanism and evaluation mechanism of patrol rectification,implement closed-loop management of the whole process of patrol rectification,and promote the organic connection of patrol supervision,rectification and governance through compaction responsibility,deepening integration linkage,strengthening process control,evaluating rectification effectiveness and classified disposal,to promote the improvement of grass-roots governance level and governance ability of colleges and universities with solid rectification results,and truly open up the“last kilometer”of comprehensively and strictly administering the party to the grass-roots level.
