计划指标“增存挂钩”政策实践与思考——以广西壮族自治区为例

Practice and Reflection on the Policy of"Linking the Increase and Deposit of Construction Land"for the Planned Indicators——A Case Study of Guangxi Zhuang Autonomous Region

新增建设用地计划指标“增存挂钩”机制是促进消化批而未供土地和盘活利用闲置土地的重要途径。文章研究2020—2021年广西壮族自治区建设用地计划指标“增存挂钩”政策实施情况,分析“增存挂钩”政策施行中存在获得计划指标与实际用地需求不匹配、计划指标核算规则不够合理、计划指标无法跨年度转结使用等问题。建议从国家层面为后发展地区配置一定数量的计划指标、分级设置核算计划指标规则、调整核算计划指标比例、探索计划指标跨年度转结使用等,对现行“增存挂钩”政策进行优化。根据广西壮族自治区实际情况提出了加大盘活存量土地力度、坚持计划指标“集中统筹分级保障”策略、争取将更多项目用地纳入国家保障范围、用足用好增减挂钩节余指标等用地保障建议。

The planned indicators of new construction land for"linking the increase and deposit of construction land"is an important way to promote the digestion of approved but not supplied land and the utilization of idle land.This paper studies the implementation of the policy of"linking the increase and deposit of construction land"for the planned indicators of construction land in Guangxi Zhuang Autonomous Region from 2020 to 2021,and analyzes the problems existing in the implementation of the policy of"linking the increase and deposit of construction land",such as the mismatch between the obtained planned indicators and the actual land demand,the unreasonable accounting rules for the planned indicators,and the inability of the planned indicators to be carried forward for use across years.This paper suggests that the current policy of"linking the increase and deposit of construction land"should be optimized,such as allocating a certain number of planned indicators for the underdeveloped regions at the national level,setting up accounting planning indicator rules at different levels,adjusting the proportion of accounting planning indicators,and exploring the use of cross-year transfer of planned indicators.According to the actual situation of Guangxi Zhuang Autonomous Region,this paper puts forward some suggestions on land security,such as intensifying efforts to revitalize existing land,adhering to the strategy of"concentration as a whole,security in different hierarchy"for the planned indicators,striving to bring more project land into the scope of national security,making full use of the savings indicators for linking the increase and deposit of construction land.
