以脱贫地区为重点的欠发达地区、革命老区、边境地区、生态退化地区、资源型地区、老工业城市等特殊类型地区经济社会发展相对滞后,是新时代我国发展不平衡不充分体现最为明显的区域,是社会主义现代化建设新征程中的突出短板和薄弱环节。全面建成小康社会后,我国乘势而上开启全面建设社会主义现代化国家新征程,促进高质量发展,扎实推进共同富裕。在这一宏观背景下,必须把特殊类型地区高质量振兴发展摆在更加重要的位置,既把握不同特殊类型地区的共性特征,强化“统”的力度,加大政策资源等支持力度,又要细化“分”的举措,彰显不同类型的功能特色,精准谋划促进特殊类型地区分类高质量振兴发展的路径,通过特殊类型地区的高质量振兴发展缩小地区发展差距,不断提高区域发展的平衡性和协调性,确保特殊类型地区在现代化建设新征程中跟上队。

The economic and social development of Special Types of Areas in China, such as underdeveloped areas of poverty alleviation, old revolutionary areas, border areas, ecologically degraded areas, resource-based areas, and old industrial cities, is relatively lagging behind. These areas are the concentrated manifestation of the unbalanced and insufficient regional development, and the prominent shortcomings and weak links of the socialist modernization drive. After building the moderately prosperous society, the revitalization and development of special types of areas must be placed in a more important position, with the trend of starting a new journey of building a modern socialist country in an all-round way, promoting high-quality development and promoting common prosperity. In terms of methods, we should not only grasp the common characteristics of different types of regions, strengthen the unified efforts, and increase policy support, but also refine specific measures, highlight the functional characteristics of different types of regions, and plan the high-quality revitalization paths. Through the high-quality development of special types of areas, the regional development gap will be narrowed, and the balance and coordination of regional development will be improved, thereby ensuring that special types of areas can keep up with the team in the new journey of modernization.
