摘要
开展了对垂管体制下湖南省突发环境事件应急监测能力现状的调查,总结了现行应急监测体系下机制与体制政策、人员与激励机制、监测能力与硬件能力、应急监测软件系统几个方面存在的主要问题,根据环境管理对应急监测工作的新要求,提出了省级应急监测能力建设建议,构建了打造突发环境事件应急监测区域联动机制设想,以期为我国生态环境安全保障提供更有力的技术支撑。
A status survey on emergency monitoring capacity for sudden environmental incident under the vertical management system in Hunan province was conducted.The main problems about the current emergency monitoring system in mechanism and institutional policy,personnel and incentive mechanism,monitoring capacity and instrument capacity,emergency monitoring software system are summarized.According to the new requirements of environmental management for emergency monitoring,the suggestions on building the emergency monitoring capacity at the provincial level were put forward.The idea of building a regional linkage mechanism for emergency monitoring of environmental incident is proposed,in order to provide strong technical support for ecological environment security in China.
