浅谈“强制性工程建设规范”在新时代工程质量监督管理工作中的重要作用

Talking about the Important Role of“Compulsory Project Construction Code”in the Project Quality Supervision and Management Work in the New Era

为落实城乡建设质量、安全、绿色、节能和可持续发展等目标的要求,住房和城乡建设部对建设领域内的标准体系进行了系统性的改革,其中将原有的“工程建设标准强制性条文”改为全文“强制性工程建设规范”。强制性标准从确立以来,在建设领域一直发挥着重要的技术标准保障作用,论文着重分析工程质量监督机构如何将新发布的全文强制性工程建设规范应用到具体的工程质量监督工作中,以适应新时代对工程质量监督管理工作提出的更高要求。

In order to implement the requirements of the quality,safety,green,energy saving and sustainable development of urban and rural construction,the Ministry of Housing and Urban-Rural Development has carried out a systematic reform of the standard system in the construction field.“Standard Mandatory Provisions”has been changed to the full text of“Compulsory Project Construction Specifications”.Since the establishment of mandatory standards,they have been playing an important role in the construction of technical standards.The paper focuses on analyzing how the engineering quality supervision agency applies the newly released mandatory engineering construction specifications to the specific engineering quality supervision work,so as to adapt to the higher requirements of the engineering quality supervision and management work in the new era.
