基于AHP的网约车综合监管指标体系构建

随着网约车有关政策的相继出台,网约车行业制度和机制逐步完善,行业运营和服务也逐渐规范化。但是近年来网约车相关恶性事件仍然频发,因此现有网约车监管体系亟待提升。本文围绕出行安全可靠、资源高效配置、用户体验良好的目标,以网约车行业“管理者-经营者-使用者”三位一体为对象,围绕“出行前-出行中-出行后”全过程,首先分析了网约车行业运行中的监管需求,其次结合安全监管、运营监管和服务监管三个维度,构建了网约车综合监管综合指标体系。最后,结合AHP(层次分析法)分析了指标体系的有效性。

With the successive introduction of relevant policies for online car-hailing,the system and mechanism of the online carhailing industry has been gradually developed and industry operations and services have been gradually standardized.However,in recent years,serious incidents related to online car-hailing still occur frequently,therefore,the existing online car-hailing supervision system needs to be improved urgently.Focusing on the goals of safe and reliable travel,efficient allocation of resources and good user experience,taking the trinity of"manager-operator-user"of the online car-hailing industry as the research subject and centering on the whole process of“before travel,during travel and after travel”,this paper firstly analyzes the supervision needs of the operation of the online car-hailing industry,then constructs a comprehensive online car-hailing supervision index system by combining the three dimensions of safety supervision,operation supervision and service supervision.Finally,the effectiveness of the index system is analyzed with the analysis hierarchical process(AHP).
