摘要
文章根据产业高质量发展的内涵特性和生物医药产业高质量发展的内在要求,构建了生物医药产业高质量发展综合评价的指标体系,并利用主客观综合赋权法、模糊评价模型和障碍度模型进行研究分析。研究结果表明:2009—2020年,长三角生物医药产业高质量发展指数年均增长率达10.94%,呈现出稳步上升趋势;长三角地区不同省市生物医药产业高质量发展水平仍存在一定差距,不过总体上呈减小趋势,其中上海、浙江、江苏三地生物医药产业高质量发展起点相对较高,安徽省在2011年之后呈现出迎头赶上之势,2018—2020年浙江省呈飞快上升的态势;长三角生物医药产业高质量发展的主要障碍因素是全员劳动生产率不够高、R&D经费支出不足和总资产贡献率相对较低。
According to the connotation characteristics of the high-quality development of the industry and the internal requirements of the high-quality development of biomedical industry,this paper constructs an index system for the comprehensive evaluation of the high-quality development of the biomedical industry,and uses the subjective and objective comprehensive weighting method,the fuzzy evaluation model,and the obstacle model to carry out research and analysis.The research results show that from 2009 to 2020,the average annual growth rate of the high-quality development index of the biomedical industry in the Yangtze River Delta has reached 10.94%,showing a steady upward trend;there is still a certain gap in the high-quality development level of the biomedical industry in different provinces and cities in the Yangtze River Delta,but the overall trend is decreasing.Among them,the starting point of high-quality development of the biomedical industry in Shanghai,Zhejiang,and Jiangsu is relatively high.Anhui province has shown a trend of catching up after 2011,and Zhejiang province has been rising rapidly from 2018 to 2020;the main obstacles to the high-quality development of the biomedical industry in the Yangtze River Delta are the insufficient labor productivity of the whole staff,the insufficient R&D expenditure,and the relatively low contribution rate of total assets.
