应急文化助推突发事件应急能力提升研究

A Research on How Emergency Culture Promotes Emergency Response Ability

通过调研和访谈提出了我国突发事件应急管理存在的问题,按照系统安全的思路,构建了多维度多层次的应急文化体系,从知识维度(应急观念文化、应急行为文化、应急制度文化、应急物态文化)、逻辑维度(政府应急文化、社区应急文化、家庭应急文化、志愿者应急文化)和时间维度(事前的预防预备文化、事中的减灾抗灾文化、事后救援恢复文化)三方面提出了优化和改进策略,有力地助推了突发事件应急处置的能力,提升了全民的应急能力。

Through investigation and interview,the problems existing in China’s emergency management are put forward.According to the idea of system safety,a multi-dimensional and multi-level emergency culture system is constructed from the knowledge dimension(emergency concept culture,emergency behavior culture,emergency system culture,emergency physical state culture).The optimization and improvement strategies are put forward through the logical dimension(government emergency culture,community emergency culture,family emergency culture,volunteer emergency culture)and the time dimension(prevention and preparation culture in advance,disaster reduction and resistance culture in the event,and post rescue and recovery Culture),which greatly promoted the emergency response ability of emergencies and improved the emergency response ability of the whole people.
