摘要
“物业城市”理念起源于城市物业小区的管理实践,提倡以成熟的物业小区管理经验推广和放大到整体城市区域,实现城市治理。本文从中央顶层设计出发,遵循“共建、共治、共享”的城市治理创新理念,通过深入分析地方城市横琴新区在“物业城市”多元治理主体场景的创新实践,描绘试图用创新打破“城市治理孤岛”的行动路径,通过构建“物业+”城市大脑神经元系统,以实现精准城市治理过程中政府、市民、社会组织等多元主体融合共治的良序场景,为城市治理理论创新及模式实践提供参考借鉴。
The concept of“property city”originates from the management practice of urban property community,and advocates to enlarge to the whole urban area with mature property community management experience.Starting from the top-level design of the central government,following the innovative concept of“co construction,co-governance,and sharing”in urban governance,this paper deeply analyzes the innovative practice of Hengqin New District in the multi governance subject scene of“property city”,describes the action path of trying to break the“isolated island of urban governance”with innovation,and achieves the goal of fine governance through the construction of“property+”urban brain neuron system In the process of quasi urban governance,the government,citizens,social organizations and other multiple subjects merge and co govern,which provides reference for the theoretical innovation and model practice of urban governance.
