乡村治理中的“公益”与“公共”事业——基于范和村民理事会的调查研究

Public Welfare and Public Affairs in Rural Governance——Investigation and Study Based on Fanhe Villagers’Councils

范和村作为“全国民主法治示范村”,在乡村基层治理探索中具有自身特色,积累了较好的经验,是珠三角地区探索乡村振兴的一个缩影,也是值得深入研究的乡村治理样本。相比于一些村民理事会的产生是行政力量推动的结果,范和村民理事会是典型的血缘、宗族群体逐步扩展到以村为单位的基层村民自治组织,小理事会+大理事会体现了村民理事会的组织构成特点。范和村民理事会建立了较为规范的运作机制和健全的法人治理结构,以从事公益事业推动乡村公共事业发展。范和村民理事会得到乡贤助力并具有强有力的组织动员能力,做了大量工作,但更多的是体现在公益事业的物质层面上,村民理事会的作用在乡村法治和德治建设上还需要进一步提升和加强。

As a“national democracy and rule of law demonstration village”,Fanhe Village has its own characteristics in the exploration of rural grassroots governance,and has accumulated good experience.It is a microcosm of the exploration of rural revitalization in the Pearl River Delta,and it is also a sample of rural governance that is worthy of in-depth study.Compared with the emergence of some village councils as a result of administrative forces,Fanhe village councils are typical blood and clan groups and gradually expanded to grassroots villagers’self-government organizations with villages as the unit.Small council+big council reflects The characteristics of the organization of the village council.Fanhe Village Council has established a relatively standardized operating mechanism and a sound corporate governance structure to promote the development of rural public undertakings by engaging in public welfare undertakings.Fanhe Village Council has been assisted by the village leaders and has strong organizational and mobilization capabilities,and has done a lot of work,but it is more reflected in the material level of public welfare undertakings.The role of the village council is in the construction of the rule of law and the rule of morality in the village.It needs to be further improved and strengthened.
