困境与突破:卫生检疫工匠精神的选择与路径

Dilemma and breakthrough of the selection and path to the"Craftsmanship’s sprit"in health inspection and quarantine

本文基于全球面临的新冠肺炎大流行现状,指出工匠精神是卫生检疫全方位、多层次应对及科学治理的必然趋势,是公共卫生风险的高质量监测、预警与控制的现实需要,也是防疫功效事半功倍的战略战术。最后,指出想要输入性新冠肺炎排得早、查得准、检得出、转得好,就要以工匠精神种好卫生检疫“责任田”,履行好口岸把关职责,及时发现传染病蛛丝马迹,把检疫技术作为在口岸立身之本,构建横向到边、纵向到底的无疫通行保障体系。

On the background of the COVID-19 pandemic,this paper suggested that craftsmanship is an inevitable trend of all-round and multilevel emergency response and scientific management of sanitary and quarantine,the practical need for high-quality monitoring,early warning and control of foreign-related public health risks,as well as the strategies and tactics of epidemic prevention and control to achieve twice the result with half the effort.This paper concluded that if the imported COVID-19 must be screened early,detected accurately,identified correctly and treated well,then it is necessary to deepen the"responsible field",perform the duty of health quarantine,find any trace of the infectious diseases timely,take quarantine technology as the foundation at the port,in order to establish the COVID-19 epidemic-free access security system horizontally to the edge and vertically to the bottom.
