情理之间:社区治理中的女性参与——以基层妇女议事会为例

Between Emotion and Reason:Women’s Participation in Community Governance——Example of Grassroots Women’s Council

妇女参与基层社会治理是践行性别平等的重要议题,也是助推基层社会治理创新的必要条件。妇女议事会则是推动女性参与基层社会治理的重要机制。基于对S市C社区妇女议事会中女性参与过程的观察与分析,本文发现城市社区妇女从参加熟悉的社区活动转向参与陌生的社区公共事务,经历了“小团体”治理和新团队形构,这是女性主体性不断发展的过程,也是一个在“情”与“理”之间不断平衡的动态过程。相较于有关女性社区参与的“性别气质论”与“性别区隔论”,本案例所体现与建构的情理互动论,一定程度上更侧重回应女性公共参与中的情境影响。

Women’s participation in grassroots governance is an important aspect of advancing gender equality, as well as a necessary condition for promoting innovations in grassroots governance.The Women’s Council is an important mechanism to promote women’s participation in grassroots social governance.Based on a systematic review of the process of women’s participation in the Women’s Council of the C community in S City, this paper argues that women in urban communities have undertaken changes from engaging in familiar community activities to participating in unfamiliar community public affairs.They have experienced small group management and are learning to adopt new team structure.This is a process of continuous development of women’s subjectivity and a continuous movement to obtain balance between “emotion” and “reason”.Compared with two viewpoints regarding “femininity advantage” and “gender distinction”in relation to women’s community participation, the viewpoint of balance between “emotion” and “reason” embodied and established by the present case study can be, in some extent, a better response to the influence of circumstances on women’s public participation.
