党的十八大以来国家治理现代化研究述评

An Introductory Comment on the Modernization of National Governance Since the Eighteenth National Congress of the CPC

改革开放的全面深化,推动公共事务管理由管制向国家治理不断转变。自党的十八届三中全会以来,国家治理现代化成为学术界长期关注的研究热点。学者们从行政学、政治学、经济学等多学科角度,对国家治理现代化的基本涵义、特征要素、内在机理、现实困境、实践路径等领域不断进行探讨,取得了丰硕的研究成果,回应了"什么是国家治理现代化、为什么要推进国家治理现代化和怎样推进国家治理现代化"的学术关切。当前,应进一步思考推进国家治理现代化进程中加强党的全面领导的问题、国家治理各领域联动改革的问题、拓展国家治理现代化研究广度和深度的问题,为实现制度优势转化为国家治理效能提供理论支撑。

It is the deepening of reform and opening-up that has promoted the continuous transformation of public affairs management from regulation to national governance.Since the Third Plenary Session of the 18th CPC Central Committee,the modernization of national governance has become a research hotspot of academic circles for a long time.From the perspectives of administration,politics,economics and other disciplines,scholars who have continuously discussed the basic meaning,characteristic elements,internal mechanism,practical difficulties,practical paths and other fields of national governance modernization achieved fruitful research results.It responds to the academic concern of"what is the modernization of national governance,why to promote the modernization of national governance and how to promote the modernization of national governance".At present,in order to provide theoretical support for the transformation of institutional advantages into the efficiency of national governance,we should further think about strengthening the Party's comprehensive leadership in the process of promoting the modernization of national governance,the linkage reform in various fields of national governance,and expanding the breadth and depth of the research on the modernization of national governance.
