摘要
国家科技计划项目经费作为高校和科研院所的重要资金来源,在激励科研人员承担国家科研任务、保障国家科技计划项目运行、促进经济社会发展方面发挥着至关重要的作用。阐述国家科技计划人员激励保障经费的内涵和特征,探讨激励经费的改革与成效。分析认为,我国实行科研经费领域的“放管服”改革,国家层面不断调整和优化科研人员激励政策,从科技计划经费渠道加强对科研人员的激励和保障,取得了积极的进展。但从整体情况来看,我国仍面临着科研人员薪酬体系不完善、科研单位项目经费管理科学化水平有待提高等问题。因此提出进一步加强经费激励保障机制设计和细化落实等相应的对策建议,以促进科研人员为实现我国建设世界科技强国奋斗目标做出更大贡献。
As an important funding source for universities and scientific research institutes,national R&D programme funds play a vital role in encouraging researchers to undertake national scientific research tasks,ensuring the operation of national R&D programme and promoting economic and social development.We describe the connotation and characteristics of incentive guarantee funding for national science and technology program personnel,and discuss the reform and effectiveness of incentive funding.The analysis shows that China has made positive progress in implementing the reform of“release,management and service”in the field of scientific research funds,continuously adjusting and optimizing the incentive policy for scientific researchers at the national level,and strengthening the incentive and guarantee measures for R&D personnel through the R&D programme funds.However,from the overall situation,China is still facing some problems,such as the imperfect salary system of scientific researchers,and the project funds management skills of R&D institutions.Therefore,this paper puts forward corresponding countermeasures and suggestions to further strengthen the design and detailed implementation of R&D fund incentive and guarantee mechanism,so as to promote R&D researchers to make greater contributions to the goal of building China into a world power in science and technology.
