Suggestions on Speeding up the Formulation of Pharmaceutical Care Specifications for Pharmaceutical Retail Enterprises

目的:旨在明晰我国药品零售企业转型发展视角下,探讨制订药品零售企业药学服务规范的建议。方法:梳理药品零售企业发展的数量、质量、分类及方向,预测发展趋势;总结省会城市、非省会城市、农村地区及DTP药房药学服务实施现状,提炼分析现行药品零售企业药学服务相关规范的特点,尝试性地分析药品零售企业药学服务的问题并提出建议。结果:我国药品零售企业数量趋向饱和、利润相对减少、成本竞争增加,势必需进行转型谋划长远。随着药学服务水平的长足发展,国家、地方和行业协会制订的药学服务规范各具优缺点。笔者从保证广泛性、增强强制性、衔接药店监管、压实企业责任、增强可操作性,强化监管、突出考核、细化资质、强化教育、建立机制等方面提出加强药学服务监管及制订药学服务规范的具体建议。结论:社会需求升级,药品零售企业应顺时转型,积极开展药学服务,发挥执业药师作用。药品监管部门有必要制订药学服务规范,通过制度保障,监督和管理药学服务质量,保障公众健康,促进人人都有机会享有高质量药学服务的目标实现。

Objective:To clarify the transformation and development of pharmaceutical retail enterprises in China,and discuss the suggestions on the formulation of pharmaceutical care specifications.Method:We combed through the quantity,quality,classification and development direction of pharmaceutical retail enterprises to predict their development trends.We also summarized the current situation on implementation of pharmaceutical care in provincial capital cities,non-capital cities,rural areas and DTP pharmacies,analyzed the characteristics of relative pharmaceutical care specifications and the problems of pharmaceutical care in pharmaceutical retail enterprises,and put forward suggestions on them.Results:Due to the tends to be saturated in the number of drug retail enterprises in China,the relatively reduced profits,and the increased cost competition,pharmaceutical retail enterprises must be transformed and planed for the long term.With the development of society and the rapid development of pharmaceutical care,the pharmaceutical care specifications formulated by national,local and industry associations have their own advantages and disadvantages.We put forward specific suggestions on strengthening the supervision and formulation of specifications on pharmaceutical care from the aspects of ensuring the universality,strengthening the enforceability,supervision connecting pharmacies,corporate responsibility,enhancing operability,strengthening supervision,highlighting assessment,refining qualifications,strengthening education,establishing mechanisms,and so on.Conclusion:With the upgrading of social needs,drug retail enterprises should be transformed in time.At the same time,pharmaceutical care should be actively carried out,and the role of licensed pharmacists should be played.It is necessary to formulate pharmaceutical care specifications,supervise and manage the quality of pharmaceutical care through the system guarantee,ensure the public health,and promote the realization of the goal that everyone has the chance to enjoy the high-quality pharmaceutical care for drug regulatory authorities.
