摘要
40多年来,民办高等教育抓住改革开放的发展机遇,实现了高速发展。但民办高等教育以“谁受益谁支付”的模式配置高等教育资源,追求交易价格最优化和投资回报最大化导致在快速扩张的同时弱化了公平和质量追求,影响了自身的高质量发展。共同富裕是社会主义的本质要求,是中国式现代化的重要特征。十八大以来,党中央提出坚持以人民为中心的发展思想,强调要在高质量发展中扎实推进共同富裕,这为民办高等教育的高质量发展指明了方向。民办高等教育要把握共同富裕的战略目标和实践途径,保持稳定健康发展,更加重视教育公平,以第三次分配理念积极选择非营利性办学,适当降低利润率,优化高等教育供给结构、培养大批高素质劳动者,在高质量发展中扎实推进共同富裕。
Over the past40years,the private higher education has grasped the opportunity of the reform and opening up,and achieved rapid development.However,the private higher education allocates resources in the mode that“the beneficiaries shall bear the costs”,and pursues the optimization of transaction price and the investment return.As a result,the pursuit for equality and quality and the high-quality development of private higher education are hindered.Common prosperity is the essence of socialism and an important feature of Chinese-style modernization.Since the18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has put forward the idea of people-centered development and promoted common prosperity through high-quality development,thus charting the path for the high-quality development of private higher education.Private higher education should grasp the strategic goal and practical way of common prosperity,maintain stable and healthy development,pay more attention to educational equity,actively choose non-profit operation with the concept of third distribution,appropriately reduce the profit rate,optimize the supply structure of higher education,train a large number of high-quality workers,and solidly promote common prosperity through high-quality development.
