“双碳”背景下河南省居民可再生能源消费需求培育问题研究

Research on cultivation of renewable energy consumption demand of residents in Henan province under the background of“Double-Carbon”

针对实地调查发现的河南省居民对可再生能源认识不足、消费主动性不强等问题,为培育居民的可再生能源消费需求,基于调查结果并结合碳达峰碳中和目标要求,提出了下列措施:灵活运用多种宣传策略,提高居民对可再生能源的认知程度;严格实施可再生能源配额制,建立河南省碳排放权交易平台;积极引领可再生能源消费需求,建设一批可再生能源利用示范项目;适时调整可再生能源补贴政策,落实部分可再生能源行业的专项补贴。

The field survey finds that residents in Henan province have insufficient awareness of renewable energy and lack the initiative to consume renewable energy.In order to cultivate residents’demand for renewable energy consumption,this paper puts forward relevant suggestions based on the survey results and combined with the carbon peaking and carbon neutrality requirements.Firstly,a variety of publicity strategies should be flexibly used to improve residents’understanding of renewable energy;Secondly,it is strict to implement the renewable energy quota system and build the carbon emission trading platform of Henan province;Thirdly,it is actively to lead the consumption demand for renewable energy by demonstration projects;Finally,we should adjust the renewable energy subsidy strategy and continue to maintain the special subsidies for some renewable energy industries.
