摘要
我国煤炭生产继续向西部资源富集区转移,将进一步加剧煤炭生产和消费逆向分布的供需矛盾,尤其是在极端天气、疫情等重大突发事件影响下,我国煤炭短时稳定供应的压力更加严峻。通过分析我国煤炭物流发展现状和存在的问题,研判煤炭供给格局变化及煤炭净调出区未来发展趋势,依托新一代信息技术,提出区域煤炭智慧物流体系的规划方案和具体实施路径,并从人才培养、资源整合、市场化运价等方面提出促进煤炭智慧物流体系建设的政策建议。
China’s coal production will continue to shift to the western resource-rich areas, which will further aggravate the contradiction between supply and demand of the reverse distribution of coal production and consumption, especially under the influence of extreme weather, epidemic and other major emergencies, the pressure on China’s coal supply will be even more severe in the short term. Based on the analysis of the current development situation and existing problems of China’s coal logistics, this paper analyzes the changes in the coal supply pattern and the future development trend of the coal net transfer-out area, and relying on the new generation of information technology, puts forward the planning scheme and specific implementation path of the regional intelligent logistics system of coal, and puts forward the policy suggestions for promoting the construction of the intelligent logistics system of coal from the aspects of personnel training,resource integration, market-oriented freight rate, etc.
