乡村振兴背景下科技特派员制度的完善机制研究——以湖北为例

Research on the Improvement Mechanism of Science and Technology Commissioner System under the Background of Rural Revitalization--Taking Hubei Province as an Example

研究湖北省的科技特派员制度对服务“三农”工作、助力乡村振兴具有重要意义。通过梳理湖北省科技特派员制度的推行情况,选择湖北省科技特派员制度的重大政策,使用ROST CM6软件进行文本挖掘分析,并对关于科技特派员制度的评论进行了情感分析。研究发现:以湖北省为例,目前科技特派员制度存在特派员队伍建设不足、现行政策体制不顺、科技服务信息不畅、经济与生态失衡等问题。最后从乡村振兴的五大方面对湖北省科技特派员制度提出了完善机制。

The research on the science and technology commissioner system in Hubei Province is of great significance to serve the work of“agriculture,rural areas and farmers”and help rural revitalization.By sorting out the implementation of the science and technology commissioner system in Hubei Province,this paper selects the major policies of the science and technology commissioner system in Hu⁃bei Province for ROST CM6 text mining software analysis,and conducts emotional analysis on the comments about the science and technology commissioner system.The study found that:Taking Hubei Province as an example,the current science and technology commissioner system has some existing problems,such as insufficient commissioner team construction,inefficient current policy system,inefficient information of science and technology service,and the imbalance between economy and ecology.Finally,this paper puts for⁃ward an improvement mechanism for the science and technology commissioner system of Hubei Province from the five aspects of rural revitalization.
