完善农村空巢老人健康养老的对策

Countermeasures for Improving the Elderly Care for the Rural Empty-Nest Elderly

随着老龄化和城市化的发展,老年人养老更为关注的是健康的养老生活方式。农村劳动力流动导致家庭结构发生变化及家庭养老功能式微,使得农村空巢老人实现健康养老更加艰难。子女不能陪伴在老年人身边,其养老生活以自我养老为主,休闲生活单调,健康管理失衡。因而,农村空巢老人健康养老面临养老服务支付能力低下,自我养老能力不足;家庭养老功能弱化,家庭供养受限;养老文化服务稀缺,精神养老匮乏;农村医疗与健康管理服务供给缺乏,医养健康难的问题。通过落实空巢老人倾向性的帮扶政策、依托构建农村幸福大院等创新模式开展抱团养老、推进农村社区养老文化生活建设、完善农村基础医疗健康服务供给,推动农村空巢老人实现健康养老。

With the development of aging and urbanization,the elderly care is more concerned with the healthy way of life.Rural labor mobility leads to changes in family structure and decline in family care function,making it more difficult for rural empty-nest elderly to achieve health old-age care.Children cannot be accompanied by the elderly.Their old-age life is mainly self-care,leisure life is monotonous,and health management is unbalanced.Therefore,the rural empty-nest elderly health care faces the follows issues:low payment ability for care service and insufficient of self-care ability,weakening of family care function and limited of family support,scarce of care cultural services and lack of spiritual pension,insufficient supply for rural medical and health management services with difficult of medical and health care.Through the implementation of the tendentious policy of supporting empty-nest elderly,relying on the construction of rural happy compound and other innovative models to carry out group old-age care,we can promote the construction of rural community old-age cultural life,improve rural basic medical and health service supply,promote rural empty-nest elderly to realize health old-age care.
