长三角区域高技术产业科技创新效率评价研究——基于共享投入的三阶段网络DEA模型 被引量:18

Research on the Evaluation of Technological Innovation Efficiency of High-tech Industries in the Yangtze River Delta Region:Based on Three-stage Network DEA Model with Shared Inputs

摘要 文章以长三角区域高技术产业为研究对象,基于共享投入的三阶段网络数据包络分析(DEA)模型,将高技术产业的科技创新过程分为技术研发、技术转化和价值创造三个阶段,测算2007—2020年长三角区域高技术产业的科技创新效率,并与京津冀、珠三角等典型科创区域进行对比分析。研究结果表明:长三角区域高技术产业科技创新的整体效率呈现平稳上升态势;长三角区域三省一市的科技创新水平存在发展不平衡的问题;与京津冀、珠三角相比,长三角在技术研发、技术转化和价值创造三个阶段的创新效率偏低,仍有较大上升空间。据此,为长三角区域提升科技创新效率、打造成为世界级科技创新中心提出对策建议。 Taking the high-tech industries in the Yangtze River Delta region as the research object,based on the three stage network data envelopment analysis(DEA)model with shared inputs,this paper divides the scientific and techno⁃logical innovation process of high-tech industries into three stages:technology research and development,technology transformation,and value creation,calculates the scientific and technological innovation efficiency of high-tech indus⁃tries in the Yangtze River Delta region from 2007 to 2020,and compares it with typical scientific and technological inno⁃vation regions such as Beijing-Tianjin-Hebei and the Pearl River Delta.The results show that the overall efficiency of sci⁃entific and technological innovation of high-tech industries in the Yangtze River Delta region shows a steady upward trend;the scientific and technological innovation level of three provinces and one city in the Yangtze River Delta region has the problem of unbalanced development;compared with Beijing-Tianjin-Hebei and the Pearl River Delta,the innova⁃tion efficiency of the Yangtze River Delta in the three stages of technology research and development,technology transfor⁃mation,and value creation is low,and there is still much room for improvement.Accordingly,countermeasures and sug⁃gestions are put forward for the Yangtze River Delta region to improve the efficiency of scientific and technological innova⁃tion and become a world-class scientific and technological innovation center.
